Good afternoon everybody. My name is Mario Civera and I am presently the Chairman of Delaware County Council. Today I like to introduce my Vice – Vice Chairman, Colleen Morrone; Councilman, John McBlain; Dave White and Mike Culp. Today we are joined by our District Attorney, Jack Whelan; Sheriff, Mary McFall Hopper; and members of the Heroin Task Force to express our commitment in fighting this terrible epidemic at every turn.
Over the past five years through the efforts of the Heroin Task Force, we have been preventive and proactive by focusing on the awareness, [parental education] and treatment issues.
I would like – I would like now to introduce Councilman, Dave White, Co-Chairman of the Heroin Task Force.

Well thank you Mr. Chairman. Thank you for being here. This morning, at 8:57, we declared war on the opioid epidemic and addiction in Delaware County when we filed a lawsuit with the courts against the pharmaceutical companies. Those pharmaceutical companies have made billions of dollars of the deaths of our children and our loved ones. They have caused this scourge the biggest scourge of our 21st century to date and they have profited off it.
We are all tired of looking into the eyes of parents that have lost children to this scourge, so the pharmaceuticals could make the buck. We are tired of going to funerals of children of our friends, because the pharmaceuticals are giving them medicines that they know are addictive.

We entered this complaint this morning from Matt, from Ridley Township. Matt was a great young man, graduated Ridley High School. Was ready to go off to college and make something of himself, contribute to this world. His parents were great parents, always involved in what everything Matt did. Matt was a great student, was a great athlete.
Matt got addicted and because these pharmacies are giving this medicine to children like Matt, Matt succumbed and died of heroin and opioid overdose.
We’re doing it for Pamella. Pamella was a beautiful young lady. Pamella had the world ahead of her. Her future looked bright. She became addicted to opioids, because of the pharmacies want to make billions of dollars. Pamella was from Aston. She lost her fight against this epidemic and these opioids that are so prevalent throughout our society.
We are tired of looking to the eyes those addicted that don’t have any hope, they don’t believe they have a future and they don’t think they have opportunity, because a company wants to make billions of dollars of profit off of their lives and their suffering.
Today we are fighting for those that can no longer fight for themselves.
Delaware County is a council, the office of District Attorney and the Heroin Task Force are standing up for our residents.
We have had enough, it has cost us tens of millions of dollars and has caused us thousands of lives in Delaware County.
When is enough, enough? When is enough profit, enough? When is billions enough for a life?
We want our money back. We want our lives accounted for. And they need to accountable for the lives they have taken from our families in Delaware County.
We filed this lawsuit to hold them accountable.
We filed this lawsuit to get the Delaware County residents’ money back, that we have spent year after year after year fighting this addiction that they have caused, and they have knowingly caused.
Joining me in that fight today is Delaware County Council, our Heroin Task Force and District Attorney. District Attorney, Whelan has been a leader in this first. District Attorney, Whelan has been at the forefront of this first. He has Co-Chaired the Heroin Task Force and it’s my honor to introduce him to join in this fight today against these pharmaceuticals.

Thank you Council Man White. As the District Attorney of Delaware County, for years we have been going after dangerous drug dealers, dealers of opioid medication, dealers of heroin and they have been receiving substantial time in the State Penitentiary. For years we have been going after doctors that have violated their hippocratic codes and have operated pill mills here in Delaware County. The last doctor receiving 10 to 20 years in the State Penitentiary.
Through the efforts of the Heroin Task Force and Delaware County Council, we lobbied our state legislators to change the law and we were successful. And now all police officers in Delaware County can carry naloxone, nasal narcan. And today our police officers have saved over 877 lives as a result of using nasal narcan. Think of that, 877 lives since the inception of the program. The leader in the State of Pennsylvania nobody has this many saves. Think of the toll that it’s taking on the individuals that it’s being administered, as well as our police officers that have risen to this responsibility.

We’ve worked with the Heroin Task Force creating new programs like Second-chance court working with our courts allowing individuals as soon as they come into the criminal justice system to receive treatment so that they could stop committing crime and get the help that they need.
Just this week we opened up Second Chance Employment for young ladies to be able to get employment after they are drug free for a number of months.

But as Councilman White said, today we take a completely different turn, today criminal and the civil justice systems come together. Today we filed a lawsuit, today we are asking families, we’re looking into the eyes of individuals and telling them that we are here for them.
Moms and dads come into to our office on a daily basis telling us how horrific the addiction problem is. We filed this lawsuit on behalf of every mom and dad that had to suffer.
We filed this lawsuit on behalf of every family member that had to standby a grave and watch their child, or their loved one lowered to the ground.
We filed this lawsuit for every single resident of Delaware County so that they know that we are here for them.
At this point in time, I like to introduce to you the attorney involved in the lawsuit, Bob Mongeluzzi.

Today we declare war on big pharma and the big opioid manufacturers. Make no doubt about it, opioids are deadly and they are addictive. They will addict you and they will kill you, yet they are use has exploded exponentially in the last 20 years in America.
We have 4% of the population of the earth, we consume 80% of the world’s opioids. Why? Because we’re sicker or weaker than any other culture or country were, because the opioid manufacturers in their relentless pursuit for profit created disinformation to hoodwink and convince doctors that opioids weren’t addictive when they were, and were efficient and worked when they don’t.
And they did it if you look at the chart to the right, they did it by creating false companies which appeared as if they were independent, but were in fact funded by the opioid manufacturers. They did it by recruiting an army of sales people, spending $168 million one year to convince doctors to prescribe opioids for chronic long-term pain when in fact it is ineffective, it addicts you and it will kill you.
What happened? In 2014 20% of every doctor’s visit resulted in a prescription for opioids. They were enough opioids prescribed in 2014 for every adult individual in the United States to take opioids for 30 days 24 hours a day. It is outrageous, it is a scourge in our community and it must be stopped. And let me tell you, there is only one thing that Big Pharma and big opioid manufacturers listen to and react to and that is money. The leaders of Delaware County have come to us and said, enough is enough. That they want to stand up for the citizens and tax payers of Delaware County and become the first county to file a lawsuit against the opioid manufactures in Pennsylvania.
They had a battle plan, these manufactures. Their battle plan was to convince people that opioids were safe and weren’t addictive when in fact they knew they were deadly and they were addictive.
So the question is, who are we fighting for with this lawsuit? We’re fighting for those parents who stood above a grave and watched their child get buried in a wooden box.
We’re fighting for the spouse whose spouse overdosed and wakes up to an empty chair at the kitchen table and an empty pillow at night. We’re fighting for the loved ones who know, and live and love someone who is addicted, who gets a phone call at 3 a.m. in the morning and prays it’s a wrong number and not the call that’s going to tell them that their loved one had died.
What are we doing today? We’re firing the first shot. Opioid manufactures, the battle is on.
You heard it, the pharmaceuticals are in a battle. Their battle is to make billion of dollars. Our battle is to save lives. We will not end until we win this battle. We will not stop the fight. The pharmaceuticals don’t care about Pamella, they don’t care about Matt unless they are buying those opiods. We are in this foot of long haul and we will not stop, Delaware County Council, the office of District Attorney, Jack Whelan, Heroin Task Force will not stop until we end this epidemic, we end this scourge and we end this profit for life, because that’s what it is, trading dollars for lives and we’re not going to allow to stand. Delaware County is the first, I hope of many counties in Pennsylvania that will take this tack. I hope it’s the first of many counties that will file a lawsuit and stop this indecent – indecent profits, egregious profits that are taken lives of so many young men and women throughout this county.
