Bills need to pass each branch of Congress by a simple majority, half of the House or 51 Senators. Recently there has been increased use of the Filibuster, a Senate rule that allows the minority of Senators to impose a long term delay or even a complete shut down of the legislative process. Is it fair for a minority of Senators to block an important Bill forever, most people would say no, and even Senators would agree. That’s why 30 years ago, the Senate introduced a procedure as Reconciliation, to ensure that the Democratic process would never come to a halt. Reconciliation allows for a simple up or down vote on a specific type of legislation, if it reduces the budget deficit. Many major Bills have been finalized in this way. As of today, Bills outlining the Health Care Reform have already passed in the House and Senate, a simple up or down vote is not needed to make the targeted improvements to complete the legislation, so the President can sign it into law. An up or down vote will make Health Care stronger, it will help us cut the budget deficit and its part of the Democratic process. It’s the right way, to bring Reform responsibly
